The Flail of fury is a weapon exclusive to Dragon Quest VIII, being one of the two flails present.

The Flail of fury is a weapon for Yangus with an Attack bonus of +93, and attacks an entire group of enemies. It is "temporarily" given to him from Red as a gift after the events of Neos, with the thief demanding he return it once the adventure is over. Party Chat dialogue immediately after the exchange makes it abundantly clear that this is Red's way of stating she has feelings for Yangus and wants him to be safe, with everyone present seeing the obvious except the former bandit himself.
