Blessed Breath is a light-based breath attack that emits shining light to attack enemies. Previously, it lacked a proper skill name akin to Scorch, Freezing Blizzard, etc, and was referred to by its text description when used by enemies. Depending on the game, it inflicts either lightning or light-elemental damage.

Dragon Quest IX: Sentinels of the Starry Skies
The attack was described as a blinding flash rather than flames in IX's localization, but is the same skill as in later games. Each monster that uses it has a different amount of damage they can deal:

Blessed Breath can be learned by Abracadabrador at level 20 and Prism peacock at level 36, costing 27 MP to use. It inflicts moderate Zap-type breath damage on all enemies in a range of three squares in front of the user.
