Billy is a man o' war vtuber who helps Square Enix promote Dragon Quest: The Adventure of Dai: A Hero's Bonds outside of Japan.
She appears as a Man o' war with teal eyes, some eyelashes and a sharp tooth. She wears a green cape and has a teal-colored fish attached on the top of her head. Her cape and fish have yellow tones for the Chinese version of the videos, which are dubbed in Chinese.
Billy stars in a series of videos called Billy's Bonding Station in which she interviews the development team of A Hero's Bonds, with questions and feedback from the fans. Unlike other promotional videos for the game, Billy's videos are only hosted on Facebook.
