Billy is a man o' war vtuber who helps Square Enix promote Dragon Quest: The Adventure of Dai: A Hero's Bonds outside of Japan.

He appears as a man o' war with teal eyes, some eyelashes and a sharp tooth. He wears a green cape and has a teal-colored fish attached on the top of her head. His cape and fish have yellow tones for the Chinese dubbing of the videos.

Billy stars in a series of videos called Billy's Bonding Station in which he interviews the development team of A Hero's Bonds, with questions and feedback from the fans. Unlike other promotional videos for the game, Billy's videos are only hosted on Facebook. In total, five BIlly's Bonding Station videos were released between October 27th, 2021 and March 16th, 2022.
