The King of Portoga is a character from Dragon Quest III. He rules over the coastal kingdom of the same name, and owns a fleet of fine sea vessels.

Dragon Quest III: The Seeds of Salvation

The King is particularly fond of Black pepper, which he calls "the greatest treasure of the East", but has had little luck in obtaining a consistent supply: attempted expeditions to the east has resulted in many deaths due to the rise of monsters under Baramos. When the Hero arrived in Portoga looking for a ship, the King seized the opportunity and promised to award them his own flagship if they could deliver black pepper; to that end, he gives the Hero a Royal Missive to present to Nordy the Dwarf. When the Hero returns with the black pepper, he declares them and their party to be true heroes, and honors his promise and gives them his ship.

The King is friends with Nordy, who says he is "honest and straightforward… And he knows how to treat a dwarf". Their friendship is such that the normally-curmudgeonly Nordy will grant passage through his grotto to those that the King vouches for. The King's friendly disposition extends to his own people, as evidenced when a woman states that he gave her a large chunk of his personal supply of pepper in the dead of night.

Dragon Quest XI: Echoes of an Elusive Age

The King of Portoga, along with the four other kings, travel to Baramos' Lair some time after the events of the third game. The sovereigns are there to honor those who fell to the archfiend's menace, specifically the King of the Necrogond who ruled the isolated land peacefully before Baramos invaded. To their horror, the remaining minions are attempting to revive their master in the heart of the castle.

The King can tell that the Luminary is a fine warrior at a glance, and explains the situation to him before begging him for help.
