While doing recent editing I found in [[List of locations in Dragon Quest II]] a claim that [[Dirkandor]] was founded by Robbin' 'Ood from {{III}}. Or as the article suggested, Kandar. Fellow GameFAQs poster behindtheword seems doubtful and my own searching, best I could find is assumption that the bolded segment of Dir'''kandor''' is close to RH's old localization name as an indicator.
