It can only be gotten after the game is beaten, so it's understandable that such an overpowered item would have gotten to the point where it would be literally useless if it weren't for the superboss, Estark in Nadiria.
Additionally soulspawn and deathsquad will sometimes use them, though they aren't obtainable from either monster.
