HP Hoover is a technique in the Dragon Quest series. It restores 1/4th of the damage inflicted.

A knife attack that heals the user by 1/4th of the damage dealt. Costs 4 MP to us and is learned after 88 points have been invested into the Knife skill.

Dragon Quest XI: Echoes of an Elusive Age

Erik masters the skill for 13 points in his Daggers skill panel. It costs 4 MP to use and restores at least 20 HP regardless of the damage inflicted on a foe.
