Location
The Cursed belt can only be found on one of the floors of Garin's Tomb and Charlock Castle.

When equipped, it curses the wearer, making him sometimes not able to move. When wearing this, the the guards will forbid The Hero from entering Tantegal Castle, while King Lorik will immediately demand him to leave after being revived.
Upon equipping it, the only way to remove the belt is to visit the old man in Brecconary.
It it's not equipped, it can be sold for 180 gold coins.
