It purges negative status effects from the whole party.

Dragon Quest IX: Sentinels of the Starry Skies
Wave of Relief costs 10 MP to cast, and can be used by any character that has the Priest's Primer (quest #94) item in their inventory.
Dragon Quest Monsters
Called Surge in this game, it requires the monster to reach level 23 with 130 MP and 170 Intelligence. It is naturally learned by the DracoLord (Dragon form) GoldGolem, GoldSlime and RainHawk. It can also be learned by monsters with Antidote, NumbOff, DeChaos and CurseOff.

Wave of Relief can no longer be learned from Über Healer. Crusader now requires 24 points. It can also be learned with 55 points in Hero of the Heavens.
