Mages and Sages will learn the spell at level 21.

Safe Passage is learned by Maya Mahabala at level 21, and is already known by the 9th Chosen One upon joining.

Safe passage is learned by reaching rank 4 of the Pirate vocation in the original PSX version, and rank 2 of the Thief in the 3DS remake.

Safe Passage is learned by Mages at level 13 and rangers at level 3. It costs 2 MP to cast.

Called StepGuard in this game, this ability can be learned by various monsters. It requires the monster to be at least level 10, with at least 40 MP, and 34 Intelligence. Is is naturally learned by the DarkCrab, Droll, GiantWorm, Mimic, Stubsuck and WingTree, among others.
Dragon Quest Monsters 2Edit
StepGuard now requires 62 Intelligence to learn. It is no longer naturally learned by the Mimic.
