The War drum is a special item that first appeared in Dragon Quest V: Hand of the Heavenly Bride.

When used, the War drum doubles all active party member's Attack power for no MP, making the spell Oomph (which doubles only one party members attack for MP) obsolete. It can only be gotten at the end of the game, so it's understandable that such an overpowered item would have gotten to the point where it would be literally useless if it weren't for the post-game bonus Boss Estark in Nadiria.
Additionally Soulspawn and Deathsquad will sometimes use them, though they aren't obtainable from either monster.
Dragon Quest XI S: Echoes of an Elusive Age - Definitive Edition
The War drum is dropped by Nimclops in the Hall of Remembrance-Level 2 and it increases the attack of all party members by one stage.
