The Romarian Outpost[1] is a pair of checkpoint buildings guarded that connect the Romarian and Portoga kingdoms.

Dragon Quest III: The Seeds of Salvation
The outposts are two little shrines separated by a mountain and deep river, and connected by an underwater tunnel. The passage leads to Portoga, but is locked with a magic key door, and the lower section leads to the Teleportal Shrine and is locked by the ultimate key.

Dragon Quest III HD-2D Remake
The outpost has been placed on lockdown due to Robbin' 'Ood being at large after stealing the royal crown from the King of Romaria, with guards stationed there on top of the magically sealed door. The guards do not have access to the magic key and cannot open the way for the Hero even after the crown is returned, and suggest visiting the desert kingdom of Ibis to find a lead.
