The posh waistcoat has a defence bonus of +48 and can only be worn by Angelo. It can be sold to a shop for 3,250 gold, but it is not recommended to do so as there is only one in the game. The posh waistcoat is given to the party by Princess Minnie after giving her 36 mini medals.
