It can be equipped by Bianca, Nera, Deborah, Madchen, Chimaera, Grudgerigar, Pocus poppet and Snowbird It can be found in the Neverglade. It can also be purchased at the Spring Treasures n' Trapdoors board item shop for 7,700 gold.
