Briny mine

From Dragon Quest Wiki

The Briny mine is a monster introduced in Dragon Quest VII. It can be found in the Sunken Citadel in the past and Coral Cave in the past and present.

Bristly barnacle-covered bombs that float at the bottom of the ocean, only alerted when adventurers draw near their tiny territory. Anchored to the bottom of the sea bed, these salty fiends look like they're ever-ready to explode, but they're actually duds, no matter how many times they swing and smash themselves into their enemies. Although they can't unleash fiery fury on their foes, they can still cast blisteringly cold magic with Crackle, blasting all enemies with an eruption of ice.

In the 3DS version, briny mines and their cousins do not move around much, making them easy to avoid unless directly blocking the path of the party. However, if threatened by a much stronger enemy, briny mines can actually move very fast by rolling themselves on the ground in order to flee.
