The Boreal serpent is a stronger, blizzard-spewing recolor of the ethereal dragon encountered earlier in the game. Boreal serpents can be found on the icy overworld continent of Leiamland as well as in the overworld approach to Baramos' Lair and within the Palace of Baramos.
