Major Downer extends the effects of Blunt, Decelerate, Dim, Sap, and any ability that lowers stats for an extra 5 turns. Just to really get under the enemy's skin, it also randomly applies Dazzle, Fizzle, Gobstopper, or prevents critical hits/haywire spells for a single foe.
