The Spinchilla is a recurring monster in the Dragon Quest series, first appearing in Dragon Quest IV.

They are Elemental monsters that embody the roaring vortexes manifesting on the ocean's surface, hence their sea-green skin and whirlpool instead of a whirlwind. The species name is a pun based on the Chinchilla rodent.

Characteristics

Spinchillas are unusual green-skinned sea elementals with cartoonish faces that ride around on swirling whirlpools. They have augmented the wind manipulation abilities possessed by their blue cousins with control over the stormy seas as well, being capable of freezing adventurers solid with their ice magic.
