It is typically a mid-level weapon and, like all other Whips, is designed to inflict damage to a single group of enemies.

Dragon Quest III: The Seeds of Salvation
The Dragontail whip has an Attack bonus of +52. It only appears in remake versions of the game and can be equipped by the Hero, Warriors, Thieves, Gadabouts, and Sages.
In the Super Famicom and Game Boy Color versions of the game, the whip is received as a prize for completing the third T'n'T track, as well as from a treasure chest in the fourth. However, from the smartphone versions onward, the Dragontail whip is obtained as the reward for turning in 70 Mini medals to the collector in Aliahan. It can be sold for 4,950 gold coins.
Dragon Quest VII: Fragments of the Forgotten Past
The Dragontail whip has an Attack bonus of +52 and a Style bonus of +33. It can be equipped by the {{Hero 7, Sir Mervyn, and Aishe and can be purchased at Wetlock for 7,500 gold coins.
