Official Dragon Quest II art

Lagos (Originally Roge Fastfinger) is a non-player character in Dragon Quest II. Lagos is a thief who stole the Watergate Key from the village of Tuhn.

Location

Lagos fled the village of Tuhn and was apparently captured and imprisoned in the village of Wellgarth. However, he manages to fool the prison guard by hiding in a hidden passage at the back of his cell.

Watergate Key

Lagos gives the heroes the Watergate Key after they find him in the hidden passage. Accessing his cell requires the use of the Jailers Key.
