The Eastern Sea Lord's Lair is a deepsea grotto that, contrary to its name, houses no nautical menace.

The empty lair is east of the Shrine South of Midenhall. Considering its proximity to the route of the Ghost Ship and oddness of there being three undersea lairs but only two sea lords, some have speculated that Octavian once lurked here before attacking a passing vessel and relocating.
