Shinnock (also known as Foxville) is, or rather, appears to be a small town between Lakanaba and Ballymoral in Dragon Quest IV. It is, in fact, an illusion created by foxes to entice travelers to stay there indefinitely.
An architect, Archie O'Tect, is staying there, and Torneko brings a dog to dispel the illusion and free him.

The local shop is also a trick. The items the merchant appears to be selling are not what Torneko will receive if he buys them.
