Waterspout is an ability exclusive to the Monsters series of spin-offs. It squirs a single enemy with apowerful jet of water when used.

Waterspout costs 5 MP and deals 35~45 damage to one enemy. It is naturally learned by the Bubblemon, PutreFish, RogueWave, and WhaleMage monsters, provided they are at level 13 with a max HP of 74, an attack of 60, and an agility of 80.

Dragon Quest Monsters: Joker 1 & Joker 2

Waterspout costs 5 MP to use and has a damage range of 40~50, using the ice element. It is learned in the first Joker though the Diamagon skill set, and in the sequel via the Khalimari, Wonder Construction, and Aquapothecary sets.
