The spell Oomph is a recurring spell in the Dragon Quest series. It doubles the benefactor's attack when cast unless noted otherwise below.
Localization History
The Japanese spell Baikiruto has been used as the name for the spell Oomph throughout the series history until the spell Baishion was introduced. In the Monsters: Joker subseries of games, Baishion was a multitarget spell that would raise the party's attack by one stage. However, starting with X, Baishion would be used as the name for the original spell, while Baikiruto would raise a single character's attack by two stages. In the English localizations, Oomphle was used for the multitarget spell in the Joker games, but would correspond to the Japanese Baikiruto spell in XI. In Tact, the Japanese spell Baishion was localized by the name Partyboost, while Oomph would be used for Baikiruto.

Learned by Magi and Sages at level 21 and costs 6 MP.
It can also be used by the enemies Abracadabrer, Terror troll, and IronNite.
Dragon Quest IV: Chapters of the Chosen
Oomph is learned by Borya at level 19, and by Psaro at level 36.
It can also be used by Togres exclusively in the remakes.
Dragon Quest V: Hand of the Heavenly Bride
Beginning with the PS2 version, Oomph only increases damage by 80%.

Dragon Quest VI: Realms of Revelation
Oomph is obtained by advancing to either Rank 2 of the Armamentalist vocation or rank 3 of the Sage vocation. It can also be cast by using the Sword of Ramias as an item.
Dragon Quest VII: Fragments of the Forgotten Past
In the original Sony PlayStation version, Oomph can be learned by advancing to rank 4 as an Armamentalist or rank 6 as a Jawtoise. In the Nintendo 3DS version, it is an advanced spell that can be learned by advancing to rank 2 as a Sage, rank 6 as a Pirate, rank 6 as a Paladin, rank 5 as a Champion, and rank 1 as a Hero or Druid. It can also be cast by using the Okeanos Sword in battle.
Dragon Quest VIII: Journey of the Cursed King
Oomph is learned by Jessica at level 19, by Angelo after adding 65 points to his Staff skillset, and in the 3DS version, by Morrie after investing 3 points into his Passion skillset. Interestingly, the spell only increases damage by 80% in this game, likely due to the addition of the Tension system.
Dragon Quest IX: Sentinels of the Starry Skies
Oomph is learned by Magi at level 33 and Armamentalists at level 39. It costs 8 MP to cast and will raise the recipient's attack by 25%, capping at 50%.
Dragon Quest X
Beginning with X, the localization name "Oomph" refers to the new spell Baishion. The new spell Oomphle is the current localization of Baikiruto.
Oomph is learned by Minstrels at level 15, Armamentalists at level 14, and Item Masters at level 55. It costs 2 MP to cast and will raise the recipient's attack by 25% for 120 seconds.
Dragon Quest XI: Echoes of an Elusive Age
Oomph is already learned by Sylvando upon joining , and can cast it for 4 MP. It increases the target's attack by 25% for 4~6 turns.
Dragon Quest Monsters
TwinHits is learned by monsters beginning at level 17 if the monster has at least 72 MP and 66 Intelligence. It is learned naturally by AmberWeed, ArmorPede, BeanMan, ChopClown, CurseLamp, Pixy, and StubBird. Additionally, the Diago summoned by DiagoCall can use TwinHits. [1]
Dragon Quest Monsters 2
TwinHits now requires 119 intelligence to learn. It is naturally learned by the Grakos, MultiEyes, Orligon and Petiteel.

Dragon Quest Tact
Known as Partyboost in this game, it raises a single ally's ATK by one stage, while Oomph which can be learned by Bianca raises an ally's ATK by two stages. It can be learned by Mandrake marauder and Wharfhorse at level 22 and costs 16 MP to cast. It has a range of 1-2 squares away from the caster, can be self-cast, and raises the ATK of one ally for 3 turns. The Dragonlord's True Form and Alena also possess the awakening perk Instant Partyboost, which gives them a self-cast Partyboost at the start of battle which lasts 3 turns.
